What is a Turkish Made Certificate?

The Joint Monitoring Committee, which monitors the financial cooperation relationship between Turkey and the European Union (EU), Framework on Cooperation Rules Regarding European Community Financial Aid Provided to the Republic of Turkey in the Framework of the Implementation of the Instrument for Pre-Accession Assistance (IPA) between the Government of the Republic of Turkey and the Commission of the European Communities It is a printed document approved in the implementation of Article 23 of the Agreement on certification of the origin of the goods.

  The Turkish Made Certificate is a document issued between the Republic of Turkey and the European Commission (IPA) to certify that the purchased goods are of Turkish origin or have acquired Turkish origin according to the "preferential rules of origin".

 Unlike the Domestic Goods Certificate, which is used to indicate that the goods to be used in public tenders are of Turkish origin; As of May 1, 2013, only the Turkish Made Certificate is used to indicate that the goods used in the tenders within the scope of IPA are of Turkish or EU origin.

 Indirectly, the Domestic Goods Certificate and the Turkish Goods Certificate should not be confused with each other. Both documents are different from each other. If we need to summarize briefly, the Turkish Made Document is the document that shows that the Turkish Goods Certificate Published by the Union of Chambers and Commodity Exchanges of Turkey within the scope of the Instrument for Pre-Accession Assistance (IPA) shows that the goods are of Turkish origin or Turkish origin.

 It is a document that contains new regulations based on the protocol signed between Turkey and the European Commission. The purpose of this principle, which should be applied before EU accession, is the cooperation rules concerning European Community Financial Aids. In this context, the goods or materials to be purchased must be of Turkish origin. The authority to issue Turkish goods certificate is only given to the chambers and can be given as a result of the examination of the goods or materials based on certain criteria. As of May 1, 2013, obtaining a Made in Turkey certificate within the framework of IPA is a condition.

  What is the Turkish Made Certificate?

– It is a document proving that a product or product material is of Turkish origin.

– It is the document in which it is understood whether a product is of Turkish origin within the framework of the necessary cooperation rules in order to use the Financial Assistance Tool determined by the European Union Commission.

– In order to participate in the tenders to be held within the framework of IPA, that is, the Instrument for Pre-Accession Assistance, it is necessary to obtain this document first. Companies that obtain the certificate are entitled to participate in IPA tenders.

– Although the Domestic Goods Certificate and the Turkish-Made Certificate seem similar to each other, they do not provide the same function. As it is said, the Made in Turkey Document is the proof that it is domestic, which is required only to participate in the tenders to be opened within the scope of IPA. The goods and materials for which the Turkish goods certificate will be obtained must also have the domestic goods certificate. Then, the Turkish goods certificate can be obtained and participation in IPA tenders can be ensured.
